(I couldn't find a pattern, at least) 130. I believe it gets built once you finish all of the quests for Krunk (I believe that's its name, the stone guy NPC at the very bottom of this area) EDIT: forgot to add that the bridge will be available for that specific character that has Krunks quests finished.
